On October 27, 2016, the Portage County Planning and Zoning, Land and Water Conservation, and Agriculture and Extension Education Committees, meeting jointly, unanimously passed a resolution formally recommending adoption of the Portage County Farmland Preservation Plan 2016.

The full County Board will be taking action on the resolution at their November 10, 2016 meeting, which starts at 5:00 pm in the County Board Chambers of the County-City Building, 1516 Church Street in Stevens Point.

On September 29, 2016, the Planning and Zoning, Land and Water Conservation, and Agriculture and Extension Education Committees, meeting jointly, held a Public Hearing on the draft of the Portage County Farmland Preservation Plan. At their August 23, 2016 meeting, the Portage County Agriculture and Extension Education, Land and Water Conservation, and Planning and Zoning Committees made their final revisions to the preliminary draft of the Portage County Farmland Preservation Plan, and recommended the document move forward to a Public Hearing on September 29, 2016. The draft minutes from the August 23rd meeting, and the draft of the Plan document, are included below.

On September 29th, the public will get a chance to view exhibits containing information from the Plan document, then participate in a Public Hearing to give the three Committees feedback on the Plan’s content and conclusions.

At the end of the Public Hearing, the Committees will discuss what they heard. If there is information presented, or if there are questions raised that the Committees find requires additional research and analysis, or amendment to the Plan document, the Committees will direct staff to review the issues and bring back recommendations at a subsequent meeting. If the Committees are satisfied that all comments or questions have been adequately addressed by the existing draft, they will be able to vote to recommend the Plan draft to the full County Board for approval.

Because the Farmland Preservation Plan is mandated by State Statutes, through the Wisconsin Department of Agriculture, Trade, and Consumer Protection, this State Agency must certify the Plan’s content prior to adoption by the Portage County Board. Completion of the Public Hearing will bring the Plan one step closer to final approval.

NOTICE OF PUBLIC HEARING

PORTAGE COUNTY FARMLAND PRESERVATION PLAN

Notice is hereby given that on Thursday, September 29, 2016, at 6:30 p.m. in Conference Rooms 1 and 2 1st floor of the County Annex, 1462 Strongs Avenue, Stevens Point, Wisconsin, the Portage County Agriculture and Extension Education, Land and Water Conservation, and Planning and Zoning Committees will conduct a public hearing at which time and place all interested persons may appear and will be given an opportunity to be heard in support of or in opposition to the Portage County Farmland Preservation Plan. An Open House featuring exhibits from the Plan will be held in the County Annex Lobby prior to the Public Hearing. The Open House begins at 6:00 pm.

Copies of the Farmland Preservation Plan will be available for viewing by any interested person during regular business hours in the office of the Portage County Planning and Zoning Department (County Annex) and on-line through the Planning and Zoning Department page on the Portage County website, https://pocofarmlandpres.wordpress.com/ beginning one week before the above meeting date.  If you are unable to attend the meeting, you may submit comments in writing to the Planning and Zoning Department up to three business days before the above meeting date.

Joint Meeting of County Committees to Review Farmland Preservation Plan Draft

The Portage County Planning and Zoning, Land and Water Conservation, and Agriculture and Extension Education Committees will be meeting jointly on Tuesday, June 28, 2016 to begin their review of the Portage County Farmland Preservation Plan draft. This draft document was recommended forward to these committees by the Farmland Preservation Ad-Hoc Steering Committee on April 18, 2016.
